Multi-accounting on one device / Madden Mobile

Hello!

I have a couple of questions, did not find any information in User Agreement.
1. Is it permitted to have 2 or 3 accounts on 1 device? I use iPhone and iPad to play the game. Also, my brother and wife use this iPad. So Can we expect a ban just because we use one device connected to one wi-fi spot?
What is the best decision to play the game using just one device and one wifi spot?

2. I found in section 6 in User Agreement the next things:
- "You must be eligible to use the EA Service for which you are registering and must be resident of a country where use of EA Services is permitted."
- "When you access or use an EA Service, you agree that you will not Use an EA Service in a country in which EA is prohibited from offering such services under applicable export control laws."
As I am from Russia, can I use the product?

3. And the last quetion. Is it possible to use VPN? Last season and sometimes this season I can not enter the game - Serivce inaccessible. The error can last from 10 minutes to hours. And I try to play via wifi, 3G and LTE connections. No success. However, last year VPN helped me really many times.
