I can’t create a league because there is no create league button wth

What level is your account? You'll need to level up in order to be given that option.
I am level 16 and I have 30000 coins but there is no create league button it is just not there also and I’m not currently in a league

Is the league category available at the main menu and do you have an option to leave a league from the league settings?

You can't create a league if you're already in one. You'll need to leave first.
