Secondary zone coverage Boost II not unlocking

The second boost does not unlock despite meeting prerequisites.

@lfalconi14 Read the bottom of the screen. It requires you to boost others before it will let you upgrade.

    @lkbroach I only see the one about upgrading the previous one to level 5, which I have. Am I missing anything else?
