Secondary zone coverage Boost II not unlocking

The second boost does not unlock despite meeting prerequisites.

Looks like it unlocks at level 6. Did it unlock for you at level 6 too, @lkbroach?

@lkbroach I only see the one about upgrading the previous one to level 5, which I have. Am I missing anything else?
