Secondary zone coverage Boost II not unlocking

The second boost does not unlock despite meeting prerequisites.

@lkbroach Awesome. Appears it could be a typo then if it's consistent across the board. Thank you for confirming.

Same.prob here. I have the Zone coverage I at level 8!
