Yeah, they become supply packs with a higher chance for ultra rare!

It is not quite like ME3 was. For one, in ME3, boosters (consumables) maxed out at 255 and no longer showed up in packs after being maxed. I am told that is not true in MEA. So, if you get all of your common, uncommon, and rare Characters, Guns, and Mods, you will still get lower-level boosters in a 100K pack.
By increasing your inventory for those consumables, your chances for an ultra-rare do not increase as the pool of available items decreases as it did in ME3.
It will be a loooong slog to get any ultra-rare characters or weapons maxed.

@angrybunnie True, I already have over 300 consumables and still counting. They really, excuse the language, f***ed as over with the premium packs. It only says "higher chance for an Ultra-rare". I only need to unlock 20 rare items and then I will find out whether or not the premium pack will turn into a supply pack.

I've already pretty much stopped playing MEA alltogether waiting for an update, any update. All I buy anymore are premium packs and yeah I still am finishing up a couple rare weapons, I hardly ever get an ultra rare item other than an ultra rare consumable. I wonder if those ultra rare consumables count as your ultra rare? 😢
