She is in the citadel dlc. You can mingle with her. So no.
I don't remember her being there but my memory is terrible. I think I remember something about gambling. She could be the benefactor and not have actually gone. Or convinced someone else to go. She could be on the fifth ark? I'm probably wrong.

i doubt she's the benefactor, though i said we couldn't really rule anything out. she could have funded the initiative and stayed behind. sent someone in her stead. though i don't really see her hiring assassins and sending them in her place.

There's no problem with the idea. She is sort of hidden there too, in a cabin-looking place, chatting with her clients. She felt not really compromised for something that big, but everything is speculation right now. Even a client of hers could be the Benefactor, right?

I definitely have a bad memory. But I can see any and all asari matriarchs sending out assassins. What is one small human life? But I don't see the asari as a benevolent species.

Every species has its people willing to kill, or have someone kill for them. I don't believe the consort is one of those people however. It makes no sense for her to hzve Jian killed.
There is either a spy / evil person in our midst who works for a new enemy faction that have their own agenda. Probably someone we know, maybe even someone who this far we don't suspect. Or it's cerberus. Out of the other options presented so far thats all that makes sense.
Liara isn't a murderer and would have no reason to kill Jian. Same with the consort.
Maybe TIM has an offspring.
