Bit of a plot hole indeed. Can't have been more than a few thousand exiles at most (given that most of the population(s) making the journeys are in the Arcs, not the Nexus). And I've killed a thousand or so outlaw/collective operatives....that pretty much wraps up the exile problem, no? Addison?

Live and let live, or I let you live after I take your stuff, do not seem to be viable options. At least whichever gang you side with seems to quit forcing you shoot them when you pick a side. With respawning it does feel like self destructive genocide.
