Secondly, I too had this issue but while using classic leveling. I’m not sure how this would work in reverse but, here is how I resolved this irritating glitch: I switched to Classic Leveling, traveled to any Cluster, in my case, Gemini Sigma. I then went to Ming System, and boarded the MSV Worthington. Once I accomplished this, I received my last two XP and switched back to Legendary Leveling and, voila… Level 30.
I don’t know if this will help you, though. My XP was actually above the cap by 70,000 XP. When I switched over, it didn’t acknowledge anything at first. I had to do something that would normally award XP before the game “fixed” itself. Afterward, all was well. Good luck 😃
