Cannot get command Console to work for Mass Effect 1

Downloaded Mass Effect 1 through EA Access and want to play it as if it were a second play-through. I cannot get the Command Console to pop up. There is no BIOInput.ini from the Access download, ever...

Where did you searched for the "BIOInput.ini"?

The standard path is "Documents\BioWare\Mass Effect\Config"

I also looked so that I could add console command, but couldn't do it either. The original path is no long available.
