Can't get reave from Kaiden - bug?

I've just finished the mission on the Geth dreadnought and although I've spoken to Kaiden after every mission, including when he was in hospital, I haven't got reave yet although I have got barrier. I'm also want to romance him but haven't really had the option to yet.

I recently was told he wanted to see me in the crew quarters, so I went and he told me to meet him on the Citadel for steak. But he wasn't on the Citadel, although I did have a conversation with him in the cafe earlier. Is this bugged or something?

    When he was in the hospital did you buy him the bottle of TM-88 Peruvian Whiskey?

    How many times did you visit him in the hospital?

    - #1 When you first arrive, he will be unconscious.
    - #2 After receiving the email about being offered Spectre status. During this conversation you give him the Whisky and if you want to flirt ask him about his biotics.
    - #3 After he becomes a Spectre, but before he leaves the hospital.

    During the lunch on the Citadel...

    If the possibility of a relationship is opened it'll be fairly obvious during the lunch conversation; he makes it quite clear that he wants something more and you either agree or not. If your Shepard called Kaidan a brother something was missed and the relationship dialogues hadn't been unlocked.

    I did all of that but I still never got the option to start a romance. Besides, shouldn't I still get reave?
