Cant load saved game bc DLC Overlord is missing but Ive installed it 3xs

Title says it all.

Trying to play my saved game from a few months ago when everything worked fine.
At first none of my DLC content was available even though I have changed nothing on this computer(same PC I played the last save game on, before you ask). So I reinstalled them. All of them seem to be recognized by the game now except Overlord.
So I reinstalled it again. Still isnt recognized.
I verified integrity of the game via Steam, 3 files were reclaimed.
I reinstalled it a 3rd time from a new saved file downloaded from the DLCs page here. Still isnt recognized.

Essentially I can't play my saved game that was probably half finished. This is annoying, and frustrating. Whats going on?
