Can't Open Console

I'm unable to open the console in ME1 and I don't know why, I've never had this problem before and nothing's changed. Same PC, same keyboard, same everything. It's just stopped working. Tried repairing, reinstalling, the ini is the way it should be but just nothing.

The game has been acting weird all day, first I couldn't load a save, then I could and started a NG+ which gave me a lv60 character straight out with everything fully upgraded and 4,000 odd skill points to spare and now this.
