Can you unlock it through reinforcement pack?
Do keep in mind that your Multiplayer Manifest will show you that the weapon is availible, but it is availible after the DLC Retaliation is launched, downloaded and installed. It is currently only visible because they moved it from a promotional weapon to a rare weapon, and thus it is not actually on the drop table.
After you are playing Retaliation, you will find it on Rare item cards most commonly found in Spectre and Premium Spectre Packs since these have guaranteed rare item cards on their drop tables.
