Somebody has to be manipulating you. I wouldn't be so quick to eliminate the people who have been successfully doing it for millenia.
There's always the option of going rogue. These people love rogue agents, even if it's something like a Leviathan. It could fit too, as its awareness of Reapers, those artifacts positioning and gathering intel. Well, you proposed them, you explain why. hohoho
