The problem seems to be with Retaliation DLC. Have you tried deleting it manually from ME3's folder, then running the game normally? I know, it's hardly a solution, as you can't play with 99% of the player base, but I'm just curious if we've got the same problem.

Omg yes, we have the EXACT same problem. No retaliation mean no new conent and no playing with any friends. Bioware please adress this issue
