This is on a console, right? This video shows how it should look like:
It is also important to level the Decryption talent tree. It is not necessary that Shepard has this talent, any crew member will do.
The following classes have the Decryption talent tree from the start:
- Engineer
- Infiltrator
- Sentinel
- Quarian Machinist
- Turian Agent
So just take Garrus or Tali with you on the missions and you should be good.
