DLC not working

I have downloaded several of the DLC packs including From The Ashes, Extended Cut, Alternate Appearance Pack 1, and all of the free MP packs. All of these are marked successfully downloaded and the points were subtracted from my account, but the advertised content is not available. I have restarted the game, the system, switched disks and everything else I can think of. This has been going on for 10 days now and I see several other people with similar problems but no answers.

Game: Mass Effect 3

Version: Mass Effect Trilogy (All updates applied)

Platform: xbox 360

    What have you tried?

    Common troubleshooting steps for the Xbox is to clear the system cache, (un/re)Install the game from disk, ensure you are using the correct account
