This still exists post-patch and it appears to be an error in the displayed text at least for the Fusion Mod of Adrenaline.
Mine shows 0% recharge on kill but it still works fine in combat, I get the full 100% guaranteed recharge on kill. The reduction to cooldown penalty is also working as a result of the Commerce benefit.
