Fusion Mod of Shielding also has a bug. The displayed effect is correct (+50% shield, -25% health), but when you equip it appears you only get about +25% to the shields (cutting the positive effect in half too). It's a little hard to tell if this is just a display bug or not.
Occurred to me too, sucks because there is no way around this bug other than reloading an old save and I'm WAY too far in for that to be viable for me :-(
