Gabby can't be recruited in Mass Effect 3

So I'm playing Mass Effect through again. After importing the ME2 save into ME3(and after a few missions), i went to the spectre office to recruit Ken and Gabby to the Normandy. However, it only allows me to recruit Kenneth, saying Gabby is dead. She did not die in ME2, i even checked and she's not on the memorial wall either. Can anyone help me resolve this? I know she's not exactly a main character but i'd still like to have her on my fictional crew
