Damn, I'm out of idea. Maybe post over to Steam discussion or discord and see if anyone else have the same problem and solution.
I'm pretty convinced that's it something in display settings as I just got back to the office today and I got the it running under HDR even on the 4K TV that's I'm using, Play with display select and and maybe nVidia control panel and just try everything.
