localizations and region locks

Wanted to ask about english audio and region locks - will I be able to play it in english if I pre-order it in Russia or will it be like DAI which is region-locked and I had to patch it myself to be ...

    If the game is purchased from RU, it is likely that English will not be available with that Edition of the game. Thanks.
