Male Jaal romance not progressing?

 Can't continue male romance with Jaal. I selected all options for romance but when I go to the "meet with his mother" scene I can't choose the romance option. Is this because I had a romance with Re...

Yes, Reyes is an exclusive romance, so if you romanced Reyes, you can't romance Jaal.

There's no console command to override romances unfortunately.
