Mass Effect 2 Can't Recruit Samara As a Teammate

    There is a MELE Save editor on the Nexus that should allow you to get Samara in your squad.

    (I don't have a MELE ME2 save yet so this is made with an ME2 original game save, I hope there is no difference, I can't test it right now.)

    • Open the save editor
    • Load a save.
    • Select "Plot" > Crew > Samara > See Picture.
    • Save to a new slot.

    It might be that it will only work if you import the new save as a new game +.
    Then you need to go to the "RAW" tab and change end game state to "LivedToFightAgain" and copy the new save into the new career after you imported the save.  

    This should bring Samara into your game as a selectable squad member, it however will not change the problem with the mission.

    It should be possible to overcome that problem too, (RAW Tab > quest progress.) but I in a very short search I could not find the necessary variables for that.)

Yeah I'm actually having this exact same issue and report the same bug. Ended up getting past the dialogue with Liara without asking about Samara. On her terminal, I was able to get the information on Thane, but the entry for Justicar Samara is blank and I can't "take" it. Finished Shadow Broker, finished Thane, same deal as before. The officer at the dock also won't open up a dialogue option with me to progress. Attempted to verify files as previously discussed in this thread and everything is verified. If there are any known workarounds for this issue short of a patch, please post in this thread as it's the only one I could find so far on this issue.
