To start the Citadel DLC you need to have completed Priority: The Citadel II which is about halfway through the game. At that point you should recieve a message from Admiral Hackett on the Normandy's private terminal called "Priority: Citadel Shore Leave". Which platform are you playing the game on?

I am playing on PS3. I have completed the Priority Citadel II mission and am up to Priority Rannoch.
