It said I only imported 11 so I've gone back and finished ME2 again and made sure it has 12 importing this time. It means a re-start but I love playing ME so that's fine. Thank-you for your help, I never would have thought to check that screen for the info :-)

Save Editor to see if any Tali-specific flags are missing is out of the question, on PC or Xbox this would have been an alternative.
