Mass Effect 3 stops loading after a dialogue scene at the end PC (spoilers)

I bought the Mass Effect trilogy a while ago and I'm finally playing the ending of the third game. Everytime I dock at Cronos Station it plays the romance cutscene, the dialogue scenes right after that, then it lets me choose the squad and loadout. When it's loading the screen goes black and stops right there. I know the game is still running because it plays the atmospheric sounds that play during a normal loading screen. This has happened every time I tried loading the game.

I've already tried restarting my computer, repair installing the game, checking for updates, and playing through from an older save file. None of these have worked.
