I can confirm that (after completely uninstalling the game and reinstalling it) the game does not have any Reserved Space. My save data redownloaded when I reinstalled the game automatically, no Reserved Space. Opening the game and getting past the title screen also did not create any.
Slightly related, all I could get from Microsoft is that there is technically a limit on cloud game save data size, but no one would say what the limit is. The console itself has no limit and if the cloud limit per game is exceeded there is an option to then not use cloud storage for that game.
Hmm, I see. I wish I could offer more info on that, but I'm afraid I don't know myself either. The only other option I could think of would be to try deleting the save data from cloud storage to see if that makes a difference. You could try backing it up to another external storage device first then go into your save data management and "delete everywhere" to see if that helps at all.

I’m going to try to be positive for a moment and ask how do I move the save data to an external device?
And now I’m going to add that if I could do that, I honestly would have done that a couple weeks ago when I had the problem. According to Microsoft there is no way to do that. The save data is locked to cloud storage to avoid tampering. Which I don’t hold against EA, but the combination of Microsoft’s control issues and the game’s apparent bugs have resulted in my not being able to play it. Which is disappointing because it was easily my top second or third favorite Xbox One game.
I’m still open to suggestions, but unfortunately I’m not keeping my hopes up that there is a solution.
