I did both the time and start the EA app as admin but i get the same error "Mass effect: Andromeda is already running Go ahead and start playing. It a good one". I checked the tasks and there is no MassEffectAndromeda task only ea app

For some reason in the new account the game starts but in the main not i am gonna try later to download the Dragon age to see if starting it in the new account works
It means that there is some data corruption in your main account.
There are several ways to solve this, one is a repair installation of Windows.
But just relocating your main account to the new one might be the easiest solution. There are many guides available for that, just google it.
