I've been having the same issue. It's usually been so intermittent and infrequent that I've been able to just ignore it, but it's gotten to the point on Voeld where it's actually unplayable.
Here's a video I took of the issue.
Interestingly, the reason so much of the video is on the menu is because the menu was flickering a red tinge constantly, rather than black, and the contrast was less good (more colour banding). None of this was picked up by Nvidia Share, but the black flickering was.
I read that some people are fixing it by applying Temporal Antialiasing (AA was previously off entirely), so I tried enabling it. The result was this.
I mean... technically the entire screen is no longer flashing black... I wouldn't call it a fix, or even a workaround, though.
I has the same issue with Temporal AA enabled, i thought it was some bugged smoke/particle effect, didn't try to disable AA.
I'm using RX480.

Same issue here as well it's even listed in the bug megathread I made and to my knowledge this bug still exists in patch 1.09 as well. If the issue is particle related it should not be hard to fix. One thing is for sure, Andromeda put the final nail in EAs coffin I'm never buying any of their games again they were hanging by a thread with me and Andromeda finished it.
