Maximum Success Percentage for Strike team being 94%

Currently whenever I put a strike team towards a mission it says 94% chance of completion, I've never had the percentage chance of success being higher than that. Even with my quick response vehic...

i currently have 5 teams, my first 2 are at lvl20, and i've never gotten higher than 94%. in fact, my main team just picked up a debuff after failing 3-4 missions back to back with a 94% success rate. say... has anyone got a lvl20 team that was awarded a buff after they hit 20? i have not, and i've been running those first 2 teams for quite a while now.
