Hello!
I know this thread is old, but I've been having the same issue a few times and figured a quick fix.
When Lizbeth makes you stop the Mako, go down and talk to Jeong and do whatever with him make sure to talk to Juliana Baynham and get the anti Thorian gas from her.
After stopping my ME1 NG+ playthough a few months ago I'd thought I'd give it another go and thankfully this worked.
