Do the DLCs not automatically activate through Origin, after download and "installation"? I'll have to try your suggestion through BSN then.
In Origin, if you click the ME2 game cover > "extra content", is the Cerberus network unlocked?
You get a message the the DLCs are not authorized?

Yep. Shows as unlocked so I'm pretty stumped as to why it's not working as intended. I thought the DirectX installation error would be the only problem I'd encounter(already solved that), realized the DLCs weren't showing up when I started playing.

What is the status of the DLCs in the "extra content" section.
Only this DLCs are included in the "On the house" Version:
Normandy Crash Site
Zaeed - The Price of Revenge
Cerberus Weapon and Armor
Arc Projector
Firewalker PackAll this DLCs become available only after Shepard take command of the Normandy.

Yep, says unable to authorize the listed DLC (which you've enumerated, there are others that are free that I tried to install as well, but not a single one of them is "authorized")
Please log into the CB Network w/ the account used to purchase the DLC.
They're installed, and Cerberus Network is unlocked.
I try to connect via the console in the lower right of the main menu, and it just points out that there's an error in communicating to the servers.
And no, the DLCs never show up, even before or after first landing on Omega.
