ME2 "perfect ending" import but crew members missing in ME3?

Hi,

I'm partway into ME3 (not so far in that I don't mind playing it all over again - but would prefer not to!) and I started to wonder where some of the old crew members were. So I searched around on the internet and discovered that Doctor Chakwas was recruitable, Tali was recruitable, Kasumi was around and that Kenneth and Gabby were recruitable. Here's my problem - I just cannot find them at all.

I'm at the point where I've just saved the students at the Grissom Academy and re-visited Ashley in the Citadel. I also got an email from Miranda. I saw Thane in the hospital. Since I met David at the Academy, I thought all my previous decisions / achievements would be properly imported. But it appears not since I haven't encountered Chakwas, Michel, etc who are all supposed to apparently be in the Citadel. I saw a couple of threads (that led to no resolution eventually) where other players mentioned they also have these missing crew members. Please note, I finished ME2 with a "perfect ending" - rescued all crew members (I went right after they were kidnapped), sent Chakwas, Kelly, etc back with a loyal crew member (all of my 12 squad members were loyal and all survived). I pretty much did all the DLCs too including Arrival, before I imported and started ME3.

Is there a way I can fix this, I know it's likely to be not instrumental to the main plot but it really feels like something is missing in the overall plot as these folks were very loyal to Shepard and it seems that they *ought* to turn up!
