Never heard of this before, but let's try something out.
Find the ME3 config utility. It should be in the installation folder under 'binaries' as "MassEffect3Config.exe".
If the windowed option is set to fullscreen mode, change it to windowed or vice versa. If you switch from fullscreen to windowed mode, set the window mode to borderless. If the game resolution is the same as your monitor's resolution, this should look exactly the same as fullscreen mode.
