multiplayer cerberus harrier unlock

What does it take to unlock the cerberus harrier?  I have about 275 hours, over 800 games played and all other weapons unlocked but can't unlock the harrier.

i have 80something hours and got the cerberus harrier just a few games ago.

this system reminds me of the pvp-rewards in the old republic. just luck based.
