Some cut scene are based on prerendered clip which include the sound no matter what settings are you use. See it as the characters acting in front of a giant screen where it plays a prerendered video.
It is a technique meant to facilitate loading new a assets while keeping the game running smoothly.

To be honest, I still think this is something that could/should be fixed. I think there are quite a few ways music is used in the game (background/combat, during cutscenes, the cutscene emphasis effects, places like Chora's Den and Flux). Atm, I think the music volume only controls one out of four of those things, and I think it could be better for sure 🙂
