I've been attempting to collect Galaxy at War for the past few weeks and have been unable to. Is there an issue with this? I've played a few MP games and it seems that the GAW percentage is stuck.

Go to the "Support" tab at N7HQ and re-sync your Account. (Last point in the list.)
I think you mean the readiness rating ? I believe the rating decays at something around 1% per 8 hours until reaching 50% . You also have to actually finish the missions for them to count for your readiness. It could be possible you gained some readiness and then it decayed slowly to what it was before. If the server disconnects before the match ends you might lose the gains as well.
