If you look in your DXdaig file you will find a PCA2 issue listed with MEA. PCA is Program Compatibility Assistant. So Win10 is having an issue with MEA based on the compatibility program, which MAY be caused by not running both Origin and MEA in the same compatibility mode, issues with running both as administrator, or some error in install with MEA.
Repair the game with Origin...check your compatibility settings for Origin and MEA, make sure your Anti-virus is ignoring MEA and Origin, and you may try and clean boot of the system.
It is possible to disable the PCA, but issues can crop up....you may want to google how and see if it makes a difference starting and then restart the assistant.

Thanks @mcsupersport ! That helped a lot. I had to set both Origin and MEA to run in Windows 8 compatibility mode. The game then ran. But, the screen was flashing. I was still able to navigate the menus and set the game to run in borderless window mode, which stopped the flashing. Finally, I can play the game! Thank you.
