[PC] Mass Effect 2 wont open when...

-The Game will not open after i run the configure to get my me1 character in the game. 

-The game will not open after i change the MaxSmoothedFrameRate=62 to 30 as i dont like the 60 fps look it makes it less cinematic.

can somebody help me?
