Make sure EA app is closed.
Go to the "license" folder and look for "71067.dlf"
Delete that file > Test.
Okay, to save us the back and forth trying to determine if this error is on my end, I just performed a fresh install of Windows on different hardware, and the only thing I have done on it since completing the Windows out of box experience is install the EA App and install Mass Effect 3. Even on this completely fresh setup, I get the same exact issue, so I can confidently say the problem is not on my end, there is some issue with the entitlements on my account regarding this game.

Sure, the error was always on EAs side, its just that sometimes getting ride of the corrupted license solves this error rather easily.
Look at this post and provide the info @EA_Shepard asked for. Then tag him as I did now.
Okay, I will go post on that thread. Something is really messed up because I don't even have the 71067.dlf file. All I see is 71183.dlf
Community Manager@Fermi_Paradoxx If the game was purchased through Origin, are you now downloading the game through the EA app? We should not be using Origin any longer at this point.
The error(s) you are getting about the activation typically only happens for a handful of reasons. If you are not seeing those license files that is because your account isn't being registered as owning it and therefore not creating the folder or files it would with these older games.
Did you ever have an EA Play subscription after the original purchase of the game?
Can you log into EA.com with the same EA account, go into the purchase history, and see if there is a transaction log for the game? You will have to change the search options but there should be one even if the game was free. If you do not see it, it is not the right account. If you do, support has to review the account logs.
