Possible bug: husks running in circles

Just started (PC; Insanity), I've noticed that the husks on Eden Prime are mostly running around in circles and not attacking.  Not very clever, since they are melee only.  Definitely not like the or...

@holger1405  This is on Insanity.  I haven't tried it on lower difficulties.
