That is strange, the Aethon Cluster should not appear on the galaxy map before finishing Priority Tuchanka.

Do you use a mod that ravels the entire map at an early state?

Regardless, I would try to hand over the book after Priority Citadel again.

    No mods, and I just finished Priority Citadel 2 to see if I could give it after but still no luck
