You can download the DLC on one computer and transfer it to another, as long as you are using the same origin account on both or both accounts have the DLC purchased.
Copy the folder named "DLC" from "C:\Program Files (x86)\Origin Games\Mass Effect 3\BIOGame\"
That folder would contain any DLC you purchase.
