Always seemed normal to me. I think it's intentional.

It is intentional, I have no doubt. Probably to make testing for the cut-scenes easier.
Normal? Only if you're the kind of company that releases titles for all platforms to the same technical level, even if some of those have less resources than others. And allows a very small group to have control over the most important game ending for years, possibly ever. Oh wait....
