OK, we know the game runs, so the issue is with the Mod manager or Windows.
Do you have the Windows Defender "Controlled folder access" activated?
Non of the files from the mode manager should normally be affected by this, but it is customizable.
Did you to shut down your virus scanner? (You can try it offline if you feel uncomfortable doing it online.)

Turn the controlled folder access off again.
I just revamped my Frosty installation and everything works fine.
Which version of Frosty do you run?
Did you tried to run only the Mod Manager as Admin?
