Bunch of topics on this, and it was heavily requested even in the time of the originals.
This function should have been in "the bare minimum" category on their to-do list...
Since there is even a helmet override subsystem in place in ME2 (e.g. you get the breather helmet skin on certain planet surfaces even with a Visor equipped), I don't see why this could not be done.
