Try this:

  • Make sure EA app and Steam are closed.
    (Not just minimised siting in the try, completely closed!)
  • Press the Windows key and "R" at the same time.
  • Type or copy and paste "%ProgramData%\Electronic Arts\EA Services" (without the quotes) into the new Window > ENTER
  • Delete the "License" folder.
  • Test

    So far only game ive to to run with DLC's is Dragonage, because the id server is already disabled, so you dont need to connect to it to run the DLC's, maybe putting out a patch to disable your id server on old games with DLC's. You would need to keep unistalling the License folder everytime you install a game so the process would be install the game, stop the EA App uninstall the license folder turn  EA App back on.

    Ok i tried it with multiple games that need authorisation from the id server, removed the license folder, made no difference at all, it still required authorisation which doesnt work.
