To ME1: That is true, I think this was an oversight after changing the mechanic.
You can still command your squad mates inside the Tactical Hud by targeting the location you want to send them to while inside the Hud > release your Tactical Hud button and press the Squad button in quick succession, then press your Tactical Hud button again.
It is not ideal but it can be done in a split second.
It still works as before in ME2 and ME3.
